Anti-dumping duties more effective tool to protect Ukrainian domestic producers – Ukrcement head

Anti-dumping duties are a more effective mechanism for fostering economic development during trade investigations, said Pavlo Kachur, head of the Ukrcement association.
"There are two tools to protect the market – anti-dumping duties and price undertakings. The key difference is that in one case, the price adjustment benefits the state budget, while in the other, it benefits the foreign producer. In today's environment, where every hryvnia going into the national budget is vital – especially for defense – and domestic consumption has dropped significantly, anti-dumping duties are the more patriotic choice. They help replenish the state coffers," Kachur told Interfax-Ukraine during the "Trade Wars: The Art of Defense" conference in Kyiv on Tuesday.
He emphasized that protecting the interests of Ukrainian producers during wartime is not only a right but an obligation of the state.
As reported earlier, Ukraine's Interdepartmental Commission on International Trade (ICIT) is reviewing anti-dumping measures on imports of cement from Russia, Belarus, and Moldova due to the expiry of current tariffs. In 2019, ICIT imposed anti-dumping duties on imports of clinker and Portland cement under HS codes 2523 10 and 2523 29, at the following rates: 57.03% for Belarusian cement, 94.46% for Moldovan cement, and 114.95% for Russian cement. The duties were initially set for five years and extended by one year in 2024.
