Ukraine's mobile operator Kyivstar integrates core network with Starlink's satellite infrastructure

Kyivstar, Ukraine's largest electronic communications provider, has integrated its core network with Starlink's satellite infrastructure as part of its rollout of the innovative Direct to Cell technology, which enables direct satellite-to-smartphone connectivity.

"The integration of Kyivstar's SIM card with Starlink's satellite network was completed at a partner lab in the U.S. This confirms that the network recognizes Kyivstar subscribers, correctly processes signals, and can function in sync," the company said in a press release on Monday.

The Kyivstar SIM card passed compatibility testing with the satellite network during laboratory trials, marking another step toward technical readiness for service launch in Ukraine.

Kyivstar highlighted that Direct to Cell technology will allow users to stay connected via ordinary smartphones, without the need for additional equipment. The service will be available to all subscribers with 4G-compatible phones and SIM cards. This innovation will serve as a backup to base stations, enabling users to remain connected in the absence of ground coverage – for example, during a total blackout or in remote mountainous or rural areas.

The next stage will involve field testing of Direct to Cell services in select locations in Ukraine, expected to begin in summer 2025. The initial testing phase will focus on text message transmission.

"This is a complex process, but in partnership with Ukraine's Ministry of Digital Transformation and the National Commission for the State Regulation of Electronic Communications, Radio Frequency Spectrum, and Postal Services (NCEC), who are supporting us, we have already allocated a dedicated frequency band and are adapting our network for the launch," said Illia Polischuk, Kyivstar's Director of Business Development for New Ventures.

As of March 2025, Kyivstar served approximately 22.7 million mobile subscribers and over 1.1 million home internet customers. The company provides services using a wide range of mobile and fixed technologies, including 4G, Big Data, cloud solutions, cybersecurity services, digital TV, and more. It has committed to investing $1 billion in new telecom technologies between 2023 and 2027.
