General fund revenues of Ukraine's state budget rise by 22.4% in 2025 – Finance Ministry

Tax, fee and mandatory payment revenues to the general fund of Ukraine's state budget increased by 15.2% year-on-year in December, or by UAH 43.4 billion, reaching UAH 329.4 billion, according to preliminary data (as of 8:00 p.m. on December 30) published by the Ministry of Finance on its website.

Overall, according to the ministry's operational data, the general and special funds of the state budget received UAH 520 billion in taxes, fees and other payments in December 2025, compared with UAH 448 billion in December last year and UAH 321.5 billion in November this year.

Taking preliminary data into account, total state budget revenues in 2025 amounted to UAH 3.81 trillion, including UAH 2.67 trillion in the general fund, which is 22.1% and 22.4% higher, respectively, than in the 2024 state budget.

According to the release, Ukraine received UAH 149.2 billion in grant assistance in December alone, and UAH 530.4 billion over the year as a whole, compared with UAH 453.6 billion in 2024, including UAH 128 billion in December.

The Finance Ministry also reported that as of December 29, UAH 63.8 billion in unified social security contribution payments had been transferred to the pension and social insurance funds in December, which is 13.3% more than in December last year. Taking these figures into account, total unified social security contribution receipts for the year increased by at least 20.3%, to UAH 656.9 billion.

As reported, following two major revisions in July and October, the 2025 state budget currently foresees revenues (excluding grants) of UAH 2.50 trillion and expenditures of UAH 4.65 trillion, including UAH 2.28 trillion and UAH 4.29 trillion, respectively, for the general fund.

In 2024, the state budget received UAH 3.12 trillion in revenues, which was UAH 0.45 trillion, or 16.8%, more than in 2023. General fund revenues increased by UAH 0.51 trillion, or 30.9%, to UAH 2.18 trillion, including UAH 0.45 trillion in international financial assistance in the form of grants, compared with UAH 0.43 trillion in 2023.

State budget expenditures in 2024 rose by UAH 0.46 trillion, or 11.6%, compared with 2023, to UAH 4.48 trillion, including a 15% increase, or UAH 0.45 trillion, in the general fund, to UAH 3.49 trillion.

On December 3, the Verkhovna Rada adopted Ukraine's 2026 state budget with revenues of UAH 2.90 trillion and expenditures of UAH 4.82 trillion.
