Govt replaces 10% rate of National Cashback with rates of 5%, 15% depending on goods

The Cabinet of Ministers has updated the National Cashback program, providing for a change from March 1, 2026, from a single rate of 10% to rates of 5% or 15% depending on the category of goods, the Ministry of Digital Transformation said in a statement on Monday.

"The cashback percentage will depend on the product category. This will allow us to strengthen Ukrainian brands where they compete most with foreign counterparts," the Ministry of Digital Transformation said.

The ministry said 15% cashback will be credited on Ukrainian goods in categories where imports exceed 35% of the consumer basket, including nonfood items such as clothing, footwear, cosmetics, household chemicals, home goods, repair and pet products, stationery, as well as certain foods: hard and soft cheeses, some types of pasta and grains.

Meanwhile, 5% will be credited on Ukrainian goods where imports are below 35% of the consumer basket. These include bread, meat, dairy products (except cheese), eggs, oil, vegetables, fruits, fish, canned goods, sweets, snacks, beverages, sauces, as well as medicines and garden products, the ministry added.

The Ministry of Digital Transformation explained that to find out whether cashback is credited and how much, users should use the barcode scanner in the Diia app by pointing the camera at the barcode.

Categories where cashback can be earned include utility services, donations to the Armed Forces of Ukraine, postal services, Ukrainian-made products and medicines, and books.
