Govt allows for deferral of customs payments for import of medicines, some products, goods – resolution

The Cabinet of Ministers allowed the customs to grant a deferral of customs payments for the import of medicines, medical devices, military goods and critical imports and a number of food products, and also established options for simplified customs clearance under a preliminary customs declaration.

Relevant resolution of March 9, 2022 No. 236 was published by the government on the Uriadovy Portal.

The list of food products, which import into the customs territory of Ukraine is granted a deferral of payment of customs duties, includes: meat, fish, milk and dairy products, vegetables, coffee, tea, flour and cereal products, starch, sunflower oil, fats and oils, margarine, prepared meat, fish and shellfish products, sugar and confectionery, cocoa and cocoa products, prepared products from grain, flour, starch or milk, and processed vegetables.

According to the resolution, the customs clearance of these goods, as well as medicines, military goods and critical infrastructure, is carried out without the use of non-tariff regulation of foreign economic activity (except for state export control).

In order to apply for a deferment of payment of duty on these goods, the taxpayer must submit applications along with a customs declaration, the document states.

At the same time, the Cabinet of Ministers ordered the State Customs Service to immediately ensure the refinement of its software systems, including an automatic risk management system for the passage of goods under a simplified mode.
