Rada passes bill on reform of Accounting Chamber as basis – MP

The Verkhovna Rada of Ukraine supported the bill on reform of the Accounting Chamber at first reading, MP Yaroslav Zhelezniak (Holos faction) said on Telegram channel.

According to the data published by him, at the plenary session on Thursday, corresponding bill No. 10044-d was supported by 246 MPs (with the required minimum of 226 votes), 11 votes against.

According to the MP, the bill provides for the expansion of the Accounting Chamber mandate to all public finances (compulsory medical insurance budgets, state-owned enterprise funds and off-budget funds), strengthening the financial, political and administrative independence of the Accounting Chamber.

The bill also proposes a transparent competition for seats in the Accounting Chamber with a decisive vote of international experts, formal parliamentary procedures for reviewing reports and monitoring the implementation of recommendations.

In addition, the bill proposes to reduce the number of members of the chamber from 13 to 11, as well as introduce periodic external assessments by independent experts with international audit experience.

Zhelezniak said the reboot of the Accounting Chamber reform is a requirement of the IMF and the United States.

According to the explanatory note to the bill on the Verkhovna Rada website, the adoption of the revised bill will contribute to improving the activities of the Accounting Chamber using INTOSAI international standards, in particular by providing objective and thorough conclusions and appropriate recommendations based on the results of the implemented measures of state external financial control (audit), which, as a result, should lead to increased confidence in the results of the Accounting Chamber's work on the part of society, government agencies, international partners of Ukraine and, in general, to an increase in the efficiency of the use of public funds.
