Ukraine's parliament passes 2025 budget at first reading

The Verkhovna Rada, Ukraine's parliament, adopted bill No. 12000 "On the State Budget of Ukraine for 2025" at first reading, MP Yaroslav Zhelezniak (Holos parliamentary faction) reported on Thursday.

"The budget was adopted at first reading," he wrote on Telegram, adding that the document had 247 votes in favor.

Ukrainian Prime Minister Denys Shmyhal commented on the approval of the budget by the Rada on Telegram saying that the priority of the budget for next year will also be security and defense. All taxes paid by people and businesses will be directed to strengthening defenders and military capabilities. Thus, over UAH 2.2 trillion is provided for these purposes, which is about 26% of GDP. This is UAH 46 billion more than in 2024, he said.

In general, state budget expenditures are planned at UAH 3.6 trillion, which is UAH 535 billion more than this year. General fund receipts are projected at UAH 2.7 billion, which is UAH 411 billion more than this year.
