Most Ukrainians agree to start negotiations on freezing war – poll

Most Ukrainians believe that negotiations on freezing hostilities should begin, 64% of respondents more or less agree with this thesis. This is evidenced by the data of a sociological study conducted by the Social Monitoring Center from November 15 to 21, 2024.

According to the study, with the position "Negotiations on freezing hostilities should begin. After all, our country has suffered great losses:" 34% completely agree, 30% more often agree; 13% rather disagree; 19% categorically disagree; 4% find it difficult to answer.

At the same time, the majority of respondents believe that the war unleashed by Russia against Ukraine will continue for more than a year. Thus, when asked how long the war will last, citizens answered as follows: more than a year some 47%; up to a year some 18%; up to six months some 11%; up to three months some 9%; find it difficult to answer some 16%.

"People's attitudes towards the duration of the war for more than a year reflect the information background that has been spreading in society recently. At the same time, this indicates a readiness for mobilization – not only military, but also moral, economic, as well as the principle of readiness to accept the inconveniences caused by the war for some time," Director of the Social Monitoring Center Dmytro Dmytruk said at a press conference on Tuesday.

Citizens were also asked to indicate how they feel, in particular, about the statement that "victory in the war must be achieved within the constitutional borders of 1991, regardless of the price. Therefore, I, my friends and close relatives also have to fight to achieve this goal. Some 18% completely agree; 21% more often agree; 20% rather disagree; 36% categorically disagree; find it difficult to answer some 6%.

Sociologists said when they mean negotiations, they do not talk about their conditions or results, but mean negotiations as a fact. "Even the configuration of the issue of freezing the conflict is perceived by Ukrainians more in favor of Ukraine, and the very fact of such negotiations is considered positive," Dmytruk said.

With the thesis "War must continue until complete victory. But it is the job of others to fight, not my loved ones:" 10% completely agree; 9% more often agree; 28% rather disagree; 44% categorically disagree; find it difficult to answer some 10%.

Citizens were also asked whether the decision to "freeze the war" and start negotiations to resolve the conflict is acceptable to them. According to Ukrainians, such a decision and the start of negotiations are: very necessary some 30%; possibly necessary some 31%; quite inappropriate some 11%. This is absolutely unacceptable some 24%; find it difficult to answer some 4%.

As the study shows, Ukrainians trust the former Commander-in-Chief of the Armed Forces of Ukraine, and now the Ambassador of Ukraine to the UK Valeriy Zaluzhny, as well as Head of the Main Intelligence Agency of the Ministry of Defense Kyrylo Budanov more than the President of Ukraine Volodymyr Zelenskyy. Thus, Zaluzhny and Budanov are the only public figures whose trust rating is more distrustful. Zaluzhny is trusted by 72% of respondents against 22% who do not trust him, and the level of trust in Budanov reaches 55% against 32% of distrust. At the same time, President Zelenskyy, who is in third place in the rating, has 44% of trust against 52% of distrust.

The current Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrsky is trusted by 33% of citizens against 53% who do not trust him. The level of trust in the head of government Denys Shmyhal is 21% against distrust from 63% of respondents. Defense Minister Rustem Umerov is trusted by 19%, while 54% do not trust him.

In addition, citizens were asked, if the presidential elections in Ukraine were held next Sunday, who would you vote for? The answers were distributed as follows: Zaluzhny some 27%; Zelenskyy some 16%; Poroshenko some 7%; Budanov some 6%; Razumkov some 4%; Tymoshenko some 4%; citizens were also asked, if it was possible to name one more candidate, who would you choose? The answers were as follows: Zaluzhny some 15%; Budanov some 12%; Zelenskyy some 6%; Prytula some 4%; Razumkov some 3%; Poroshenko some 3%.

The sociological survey was conducted by the Social Monitoring Center by order of the American Political Service through telephone interviews among 1,200 respondents. The study was conducted from November 15 to 21, 2024. The survey error is 1.8-2.9%.
