Zelenskyy signs decree on sanctions against 140 entities of Russian financial sector

Ukrainian President Volodymyr Zelenskyy signed a decree on the introduction of sanctions against 140 entities of the financial sector of the Russian Federation, and introduced a bill on criminal liability for attempts to circumvent sanctions.
"I signed documents on sanctions. A decree on the introduction of sanctions against the financial sector of Russia - 140 different entities. We will continue to work with partners to coordinate our pressure. The second document is a bill on criminal liability for attempts to circumvent sanctions, and this is in many ways a continuation of international practice in relation to sanctions," Zelenskyy said in a video address on Monday evening.
According to the president, the bill on criminal liability for attempts to circumvent sanctions will be submitted to the Verkhovna Rada.
Decree No. 24/2025 was published on the website of the head of state, according to which the president put into effect the decision of the National Security and Defense Council (NSDC) to impose sanctions against 75 individuals who are citizens of the Russian Federation.
Sanctions were also applied to 63 legal entities registered in the Russian Federation, and to two in the British Virgin Islands.
