Cabinet approves procedure for destroying substandard humanitarian aid

Ukraine’s Cabinet of Ministers has approved the procedure for the destruction (removal) of substandard/unusable humanitarian aid goods.

"A large number of humanitarian cargoes imported into Ukraine after the full-scale Russian invasion have already lost their quality or suitability for further use - due to improper storage conditions, damage during transportation, expiration date or other circumstances. The procedure did not take into account all the features associated with martial law. Because of this, it was extremely difficult, and sometimes impossible, to carry out the destruction (removal) of humanitarian aid goods," the Ministry of Social Policy said in a statement.

The aforementioned changes provide that decisions on destruction (removal) are made by local executive bodies - Kyiv City and Regional State Administrations (relevant military administrations in case of their formation). The special commission that controls the process of destroying substandard/unfit for consumption humanitarian aid goods is expanding - its composition should also include representatives of the territorial bodies of the National Police, the State Tax Service and the State Service for Food, Agriculture and Food Safety. Destruction is carried out by waste management enterprises that have a permit, and in the case of hazardous waste - an appropriate license, in compliance with all legislative requirements.

The changes provide for a new form of the act: it is drawn up upon the fact of destruction (removal) of humanitarian aid, and after the act is signed by all parties, the recipient of humanitarian aid uploads it to the Automated System for Registration of Humanitarian Aid when submitting a report.

"Important: the new procedure does not apply to humanitarian aid in the form of medicines, medical devices, equipment received by organizations authorized by the Ministry of Health. In such cases, disposal is carried out in accordance with the procedure approved by the Ministry of Health. When submitting a report to the AS of the State Duma, the recipient of such aid uploads a certificate of work performed (services rendered), drawn up based on the results of the destruction (removal) of humanitarian aid, in an arbitrary form," the ministry added.
