Shmyhal seeks mechanism for timely construction, arrangement of shelters in Dnipropetrovsk region

Prime Minister of Ukraine Denys Shmyhal has tasked the Dnipropetrovsk Regional Military Administration, together with the Ministry of Finance, to develop a mechanism that will allow all work on the construction and arrangement of shelters to be completed on time.

"The government pays priority attention to frontline territories, because they have a double burden - to take care of citizens and at the same time assist the Defense Forces in the defense of Ukraine. During a government meeting in the Dnipro region, problematic issues of the region were discussed and specific support steps were identified. A list of specific instructions was formed for ministries and departments in various areas," Shmyhal wrote on Telegram.

In particular, the Prime Minister tasked the regional military administration, together with the Ministry of Finance, to develop a mechanism that will allow all work on the construction and arrangement of shelters to be completed on time.

"Another direction is supporting the capacity of communities. More than UAH 1.2 billion of various subsidies and subventions for the region have been included in the state budget for this year. According to the World Bank, the needs for the restoration of the Dnipro region reach $19 billion, and this is an incomplete figure, because since the assessment was conducted, the volume of destruction has increased. In total, this year the state has reserved more than UAH 3.2 billion for the region for various reconstruction programs," he added.

In addition, according to him, the Ministry of Development of Communities and Territories and the Ministry of Environmental Protection and Natural Resources were tasked with developing a budget program to compensate for the difference in tariffs that arose due to the destruction of the Kakhovka hydro power plant (HPP_.

"People should not overpay because of the Russian terrorist attack, and continue to pay the same tariff that was before the HPP was blown up. This applies to all regions affected by this," he added.

Among other things, the meeting gave instructions on urgent repair work on networks and other energy facilities, in particular the Kryvyi Rih (Combined Heat and Power Plant) CHP.

"Special attention is paid to providing social housing for IDPs. The Dnipro region has received the largest number of internally displaced persons. Only 453,000 are officially registered. We discussed the implementation of social programs and their financing. We instructed the Ministry of Development and the State Agency for Reconstruction to closely coordinate this issue with the regional military administration. We also discussed the evacuation of the population from frontline territories. We heard reports. According to the officials, everything is going according to plan, the situation is under control," Shmyhal said.
