High Anti-Corruption Court refuses to suspend Kyrylenko from post as head of Ukraine's Antimonopoly Committee

Judges of the High Anti-Corruption Court (HACC) have declined to remove Pavlo Kyrylenko from his position as Chairman of the Antimonopoly Committee of Ukraine (AMCU), despite charges of illicit enrichment and false asset declarations, the Specialized Anti-Corruption Prosecutor's Office (SAPO) reported on Telegram.
"The HACC panel of judges denied the SAPO prosecutor's motion to suspend the Chairman of the Antimonopoly Committee of Ukraine, who stands accused of illicit enrichment totaling more than UAH 72 million and submitting false information in his asset declarations. Notably, this court decision is not subject to appeal," the statement read.
At the same time, the court granted another prosecutor's motion imposing the following obligations on the defendant: appear whenever summoned by the prosecutor or the court; not leave Ukraine without the court's permission; notify the court of any change of residence; refrain from communicating – either personally or through others – with witnesses in the case regarding matters stated in the indictment; and surrender to the State Migration Service of Ukraine his foreign passport(s) and other travel documents, except for his Ukrainian national passport.
These restrictions will remain in effect until October 11, 2025.
As reported earlier, on August 14, 2024, the official was served with a notice of suspicion for illicit enrichment of UAH 72 million and for submitting false asset declarations in a criminal case launched following a Radio Liberty investigative report.
According to the suspicion, between 2020 and 2023, while serving as head of a regional state administration, he acquired 21 real estate properties, a luxury vehicle, and registered ownership of them under relatives of his wife. The purchases included seven apartments in Kyiv and Uzhhorod with a total area of 688.5 square meters; a house outside Kyiv exceeding 220 square meters; two garages; six parking spaces; three non-residential premises totaling more than 190 square meters; and a BMW X3. His legal income and that of his family members could not account for such purchases, with the gap between the value of the assets and legitimate funds amounting to UAH 72 million.
To conceal the illicit enrichment, the official failed to declare the acquired assets in his annual statements for public officials for 2020–2023.
On July 7, 2025, the indictment in this case was submitted to the HACC for trial.
On July 23, 2025, anti-corruption bodies announced they had completed the investigation into Kyrylenko and his family members. Acting on SAPO's instructions, NABU detectives granted the defense access to the case files.
On August 8, a SAPO prosecutor filed the motion to suspend Kyrylenko from his position as AMCU head.
