Ukraine plans to announce concession tender for Chornomorsk port's container, first terminals by end-2025
Ukraine plans to announce a concession tender for the container terminal and the first terminal at the Chornomorsk seaport by December 2025 and to decide on the feasibility of a concession for the ferry complex, according to a draft Government Action Program published this week.
In April 2025, the Ministry for Communities and Territories Development of Ukraine said a tender among parties interested in the Chornomorsk Container Terminal (CCT) concession was to be held in the second quarter of 2025, with contract signing expected in the fourth quarter.
Those plans were presented to participants of the Investment Conference on implementing the concession project at the Port of Chornomorsk (Odesa region), held on April 24 in Warsaw.
Separately, it was specified that the project envisions a 40-year long-term concession covering two terminals – container and general cargo – with potential capacity of up to 760,000 TEU and more than 5 million tons of cargo annually.
The Chornomorsk terminal concession project was prepared with the involvement of the International Finance Corporation (IFC) and the European Bank for Reconstruction and Development (EBRD). As of April 2025, the ministry said, tender documentation was ready with clear participation terms, a defined risk structure, and state-support guarantees.
Preparations for concession projects at Chornomorsk began before Russia's full-scale invasion. Tenders were planned for 2022 but did not take place. The ministry resumed the process in 2023. In February 2025, it announced work on two concession projects at the port and plans to call the tender by year-end 2025.
