Parliament to consider draft law on AFU Cyber Forces of on Oct 7 – General Staff

The Verkhovna Rada is expected to consider the draft law "On Cyber Forces of the Armed Forces of Ukraine (AFU)" on October 7, the General Staff of the Armed Forces of Ukraine reported.
"On October 7, 2025, the Verkhovna Rada of Ukraine is scheduled to consider in the first reading draft law No. 12349 "On Cyber Forces of the Armed Forces of Ukraine". The specified draft law of Ukraine was developed by a working group, which also included specialized specialists of the General Staff of the Armed Forces of Ukraine," the General Staff of the Armed Forces of Ukraine said in a message on its Telegram channel on Monday.
The General Staff emphasizes that the adoption of this draft law and support for the initiative of the Armed Forces of Ukraine to create Cyber Forces and develop effective combat capabilities in a separate operational domain - in cyberspace - will accelerate the implementation of changes necessary to combat the aggressor.
It is noted that the process of increasing capabilities for combat in cyberspace is currently underway in the Armed Forces of Ukraine. Since the beginning of the full-scale invasion of the Russian Federation, the created cyber warfare units have already been repelling the enemy's cyber aggression. In order to fulfill the requirements of the decree of the President of Ukraine dated 08/26/2021 on the implementation of the decision of the National Security and Defense Council of Ukraine dated 05/14/2021 "On urgent measures for the cyber defense of the state", directive documents of the Minister of Defense of Ukraine and the Commander-in-Chief of the Armed Forces of Ukraine, the process of forming Cyber Forces as a separate branch of the Armed Forces of Ukraine has begun.
