Vyshhorod mayor and contractor director accused of embezzling UAH 6.6 mln
The mayor of Vyshhorod, Kyiv region, Oleksiy Momot and the director of a contracting organization have been notified of suspicion of misappropriation of budget funds through abuse of official position (Part 5, Article 191 of the Criminal Code of Ukraine), the press service of the Prosecutor General’s Office has said.
"Under the procedural guidance of prosecutors from the Kyiv Regional Prosecutor’s Office, the mayor of Vyshgorod and the director of a contracting organization have been notified of suspicion of misappropriation of budget funds through abuse of official position (Part 5, Article 191 of the Criminal Code of Ukraine)," the Prosecutor General’s Office said on Telegram on Wednesday.
It is reported that in the first months of the full-scale Russian invasion, city council officials organized the purchase of two excavators worth UAH 7.8 million under the pretext of meeting the needs of the volunteer formation.
The investigation established that the equipment was purchased through a controlled company, which had neither its own capacities nor financial capabilities to fulfill the contract. The purchase price was overstated — by approximately UAH 800,000 for each unit of equipment.
Despite this, the acceptance and transfer certificates were signed, and funds from the local budget were transferred. In fact, the equipment arrived only a few months later and was then credited to the balance of the municipal enterprises. As a result of such actions, the community budget suffered losses of over UAH 1.6 million.
Another episode concerns dredging works of a reservoir — a storm sewer settling tank in Vyshhorod. According to the investigation, the mayor, knowing for sure about the non-performance of the contracted work, signed the acceptance certificates and initiated the transfer of funds to the contractor.
Thus, over UAH 5 million from the local budget was illegally transferred to the enterprise’s account. Operational support was provided by employees of the Ukrainian Special Operations Command in the Kyiv region, the Ukrainian Special Operations Command of the National Police of Ukraine, and the Ukrainian Special Operations Command in Kyiv and Kyiv region.
