Recovery agency says Kyiv provides no revenue to finance capital's infrastructure shelters

The State Agency for Restoration of Ukraine did not receive funding from Kyiv for the construction of shelters for critical infrastructure, agency head Serhiy Sukhomlyn has said.
"A few days ago, we heard statements from Kyiv that the city allocated UAH 2.1 billion to the agency for the construction of protection for strategic facilities. There is no money, there was no money, and I think there will be no money," Sukhomlyn said on Telegram.
According to him, the Agency has repeatedly informed the city of its readiness to participate in the construction of shelters in accordance with the relevant government resolution No. 522 of April 26, 2024, according to which the Agency may be involved in such projects.
Sukhomlyn emphasized that the Agency is indeed carrying out work on the protection of critical infrastructure, in particular, it has implemented shelters for 22 substations, and is also working on technical solutions for the protection of other facilities. He stressed the need to ensure transparency of procedures and funding in the field of critical infrastructure protection.
As reported, on October 13, Kyiv Mayor Vitali Klitschko announced the allocation of UAH 2.7 billion for the construction of shelters as part of the program for backup power supply and protection of the most important second-level facilities (which require the construction of reinforced concrete protection). He noted that the Reconstruction Agency was taking on this work.
