Kyiv's left bank may switch to hourly outage schedules on Wed - expert

In a positive scenario, it is predicted that on December 31, the left bank (eastern side) of Kyiv will switch to hourly outage schedules, the director of energy and infrastructure programs of the Razumkov Center Volodymyr Omelchenko has said on Facebook.

"On the left bank, emergency outages are still in effect due to network overloads that occurred due to damage to Ukrenergo substations and the distribution system operator (DSO) after a massive combined Russian air attack on December 27, 2025," the expert wrote.

It is also explained that the capital’s thermal power plants and the infrastructure for delivering power from the Kyiv Hydroelectric Power Plant have been damaged.

At the same time, as Omelchenko noted, the energy supply situation on the right bank (western side) of the Dnipro is improving - all critical infrastructure has been powered.

In turn, according to his information, the situation in Odesa and the region is more difficult than in Kyiv, since the enemy managed to damage four out of six substations of Ukrenergo, as well as many substations of the regional DSO.

Currently, up to 40,000 residents in the region are without electricity. The main reason for the long emergency outages is the difficulty in transmitting electricity through the networks of the transmission system operator due to the destruction of the infrastructure, since the region is the most energy-deficient in Ukraine and is almost completely dependent on external energy supplies. DSO repair teams work around the clock, but constant massive shelling by the Russian Federation and extensive damage do not allow them to quickly cope with the difficult situation.

"In a realistic scenario, the region and the city of Odesa can experience a noticeable improvement in electricity supplies in three weeks," Omelchenko wrote.

This forecast may be adjusted in the event of a massive air strike on Ukraine’s power system in the coming days.
