EU Foreign Affairs Council to discuss EU contribution to security guarantees for Ukraine

The foreign ministers of the European Union member states will discuss the future contribution to security guarantees for Ukraine, based on the proposals of the EU member states.

A senior European diplomat announced this on Friday, ahead of the meeting of the EU Foreign Affairs Council, which will be held on Monday, February 23 in Brussels, announcing the agenda.

The interlocutor told journalists that Foreign Minister Andriy Sybiha was expected to address the Council via video link, and that once he disconnected, the High Representative would turn to two main issues. According to the interlocutor, these included the EU's role in supporting peace efforts and the progress made on the Union's contribution to security guarantees. He noted that the discussion on security guarantees would now continue on the basis of concrete proposals submitted by Member States, as well as the outcomes of the Foreign Affairs Council on defence.

He added that the High Representative would also provide updated information on preparations for implementing the law on support for Ukraine. The senior diplomat said negotiations had already begun with the European Investment Bank on carrying out the High Representative’s proposal for a joint financial instrument with Ukraine, which would also be discussed.

In addition, he said ministers would be asked to mobilise further support and begin planning measures to strengthen Ukraine's energy resilience.

Commenting on the 20th package of sanctions against Russia, the interlocutor expressed hope that the decision could be adopted. He said the EU was also considering an annual renewal of sanctions related to the occupied territories. Regarding efforts to counter the so‑called Shadow Fleet, the senior diplomat added that they expected the Foreign Service coordinator to present best practices on information exchange, inspections, and law enforcement.
