EU sanctions do not apply to 21 Rosatom structures working for Russian military-industrial complex – DIXI Group

The DIXI Group analytical center has identified 21 structures of the Russian concern Rosatom that are involved in the Russian military-industrial complex and are directly related to the production of non-nuclear weapons, in particular, components for drones, dual-use materials, nuclear fuel, digital infrastructure, as well as the development of a nuclear military arsenal and the management of occupied assets.

"DiXi Group has mapped these structures by threat types — from production of drone components to digital infrastructure and illegal management of the occupied Zaporizhzhia Nuclear Power Plant. Dozens of organizations belonging to six threat categories — none of them are yet subject to EU sanctions," the center said Wednesday.

DiXi Group said that to eliminate this gap, the team has prepared specific proposals for including both legal entities and individuals associated with Rosatom in the EU and partner countries' sanctions lists — with identification information, legal grounds and documented reasons for each inclusion.

"The EU must move from piecemeal decisions to a systematic approach. The sanctions approach requires full coverage of the entire Rosatom ecosystem simultaneously across the six areas identified by the research — with synchronization with partners and clear deadlines for winding down cooperation," the center said.
