President signs law on status of 'Founder of modern Ukrainian state' for MPs – Stefanchuk

Ukrainian President Volodymyr Zelenskyy has signed the law "On the Status of the Founder of the Modern Ukrainian State – Member of Parliament," Verkhovna Rada Chairman Ruslan Stefanchuk has said.

"This law is about justice and state memory. It defines the status of those members of parliament who voted for the adoption of the Declaration of State Sovereignty on July 16, 1990 and/or supported the Act of Declaration of Independence of Ukraine or the resolution of the Verkhovna Rada of the Ukrainian SSR 'On the Declaration of Independence of Ukraine' on August 24, 1991. Their decisions became a decisive step toward the revival of Ukraine as a sovereign state," Stefanchuk said on Facebook on Monday.

He said the law introduces the official status of Founder of the Modern Ukrainian State – Member of Parliament, establishes the procedure for granting this status, presenting a certificate and badge, and defines the rights and obligations of such persons. According to Stefanchuk, the law also provides mechanisms for honoring the memory of the Founders at the state level.

"This decision is not about privileges. It is about a proper state assessment of the historical responsibility and role of those who laid the legal foundations of our independence," the parliamentary chairman said.

As reported, the Verkhovna Rada adopted the law (No. 6493) on December 3, 2025.
