Information portal for IDP Councils with interactive map launched in Ukraine

Continuing to support the development and enhance the capacity of IDP Councils in Ukraine, UNHCR and its NGO partner Charity Foundation "Stabilization Support Services" have launched an online resource with useful materials for IDP Councils.

UNHCR, the UN Refugee Agency, together with its partner non-governmental organization, the Charity Foundation “Stabilization Support Services” (SSS), has launched a new online platform to support the work of IDP Councils across Ukraine.

The IDP Councils Portal provides members with access to educational and methodological resources, updates on legislation and thematic news, as well as an interactive map with key information about each Council. The platform also allows Councils to share their news and events, strengthening their visibility and impact at the local level.

Developed in partnership with the Congress of IDP Councils NGO, the portal aims to help IDP Councils fulfill their mission: to represent the interests of internally displaced persons, influence decisions that affect them, and act as agents of change in their communities.

"The need for such a portal has been discussed at meetings with IDP Councils for several years. We are grateful to UNHCR in Ukraine for their support in its creation. We hope that both the members of the Councils and those who cooperate with them will enjoy using this portal, find a knowledge base and useful contacts there, and we look forward to their feedback and active participation," said Olha Ivanova, Director for Development and Advocacy Projects at the Charity Foundation "Stabilization Support Services."

“IDP councils are an important mechanism through which internally displaced people promote durable solutions to displacement. For this work, they require modern tools, such as the IDP Council Portal. This portal will facilitate their daily work, bring visibility to their activities, and enable the exchange of knowledge, experience, and good practices. This will help IDP Councils to continue to initiate change that improve their lives in new communities and in society as a whole," said Nina Schrepfer, UNHCR Assistant Representative for Protection in Ukraine. 

Key features of the portal include an interactive map of IDP Councils with individual pages containing information on their establishment, location, contacts, activities, and news. It also offers a library of useful materials such as manuals, training videos, and analytical reports to support Councils in their daily work. Users will find updates on legislation and thematic news relevant to internally displaced persons, announcements of upcoming events at local and national levels, as well as success stories and examples of how IDP Councils have influenced decision-making in communities.

The portal will be useful not only for IDP Council members but also for local authorities, civil society organizations, and partners working to support and protect the rights of internally displaced persons.

This initiative builds on UNHCR’s broader efforts to strengthen IDP Councils as platforms for advocacy and participation. Recent initiatives include the educational video course “IDP Councils: From Adaptation to Impact” launched jointly with SSS on the Diia.Education platform, as well as two nationwide IDP Council Forums held in 2023–2024. The next forum is planned for November 2025.
