Defense tops Ukraine's 12-point government strategy plan

The draft Action Program of the Cabinet of Ministers of Ukraine provides for 12 strategic priorities, the first of which is defense and security.
According to the presentation of the draft Program, the first priority of the government provides for the following: "Attracting additional funding from partners for the production of weapons and providing the army. War budget for 2026: $120 billion (Ukraine + partners). At least 50% of the funds for armaments are spent on the purchase of Ukrainian weapons. Transformation of the defense forces. A unified policy for the construction of fortifications and defensive structures, electronic warfare and sky protection. Scaling up domestic production according to the Danish model. Launching Defence City and developing innovations. Improved service conditions."
Another priority of the government is anti-corruption, which provides for transparent, fast and safe interaction of the state with citizens and businesses. "To do this, we are implementing roadmaps with the EU and launching a new Customs Code. We are also adding new digital services - e-Notary, e-Court, ASNAP 2.0, which reduce corruption and increase the efficiency of interaction with the state," the project says.
The next priority is European integration, in particular, the readiness to open all six negotiation clusters on joining the European Union.
"Welfare. Restoration of frontline territories and support for IDPs - a single intergovernmental program of compensation for lost housing for IDPs whose property remained in temporarily occupied territories, insurance of risks for business, support for farmers and security infrastructure. Accumulation of at least UAH 25 billion for key needs of communities from various programs in 2025 and over UAH 50 billion in 2026. Special economic regime in frontline regions: conditions for business and employment. Indexation and development of pension and social programs," the fourth priority item says.
Also among the priorities is veteran policy, which provides for the launch of a comprehensive veteran support program; scaling of centers, rehabilitation services, financial support; convenient services for servicemen and veterans in "Diia".
"Business. Moratorium on business inspections (fuve years), accelerated privatization, incentives for production in Ukraine, involvement of the private sector in infrastructure and recovery, opening markets and exports, deregulation, investment funds (from the United States and EU)," the next priority states.
The "macrofinance and reforms" priority provides for: $37 billion in aid for 2026 and 2027, an audit of expenditures, bringing the economy out of the shadows, a new IMF program, a new Customs Code. Among other things, the priorities are health and sports, which provide for: a program for the early detection and prevention of non-communicable diseases; medical infrastructure, rehabilitation, prosthetics, staffing and working conditions, in particular in villages and in areas where hostilities are taking place.
"Education and science. Teacher remuneration reform, free school meals, high-quality and accessible face-to-face and distance education, online technologies; reform of vocational education and financing of science," the education priority states.
As for culture, the priority areas are: restoration and preservation of cultural heritage, institutionalization of memory, stimulation of the development of creative entrepreneurship and sustainable cultural institutions.
"Reconstruction. Creation of the Recovery Fund and the Comprehensive Recovery Plan for Ukraine. Large infrastructure projects, housing, logistics and infrastructure restoration, the "comprehensive recovery" project, communication with the regions and each community. Special programs for the return of Ukrainians - housing, work and social support. Creation of hubs in pilot countries. Also among the priorities is "Winter Resilience," which includes: security of critical infrastructure from drones and missile strikes; energy and physical security of citizens and businesses; guarantees of uninterrupted energy supply for citizens and businesses during the 2025/2026 heating season".
According to the Law on the Cabinet of Ministers, the Government's Action Program is submitted to the Verkhovna Rada by the Prime Minister within one month from the date of formation of the Cabinet of Ministers. The program is considered approved if a majority of the constitutional composition of the Rada voted for it.
According to the Constitution of Ukraine, the issue of the responsibility of the Cabinet of Ministers cannot be considered by the Rada within a year after the approval of the Government's Action Program.
On July 17, the Verkhovna Rada appointed a new government. The Cabinet was headed by Yulia Svyrydenko, who until now held the position of First Deputy Prime Minister, Minister of Economy of Ukraine.
