Coordination HQ reports 2,080 military and 230 civilians returned in exchanges over the year
The result of the work of the Coordination Headquarters for the Treatment of Prisoners of War in 2025 was the return of 2,080 military personnel and 230 civilians from Russian captivity under exchange procedures, according to the headquarters' Facebook page.
As reported by the Deputy Head of the Coordination Headquarters Andriy Yusov during a meeting in Kyiv, ten exchanges were successfully carried out over the past year. The Coordination Headquarters also organized an exchange in accordance with the first agreements in Istanbul, but it took place in three stages. In addition, ten stages of exchange were carried out in accordance with the second Istanbul agreements.
According to the representative of the Coordination Headquarters Secretariat, Victoria Petruk, human rights organizations cooperate with the headquarters, as well as those that provide psychological and legal assistance. The Coordination Headquarters' information system and personal online account have been improved.
"The Coordination Headquarters is working on the implementation of both the exchanges achieved through the work of the negotiating group and the exchanges in accordance with the political agreements reached in Istanbul," said Dmitry Usov, Secretary of the Coordination Headquarters.
In 2025, the "People of the Future" project, designed to support children of enslaved and missing persons, continued its work; 6,634 children participated in the project's programs.
"Anti-crisis communication groups, public reception centers in the regions continue to work actively, and daily consultations for families and loved ones are held - group and individual. Regional working groups based on the representative offices of the Ministry of Internal Affairs and the Ombudsman are also working successfully. The creation of the Public Council was separately noted," the report says.
