Help launches registration for humanitarian project funding German Support for Ukrainian Communities
With support from Germany's Federal Foreign Office, the international humanitarian organization Help – Hilfe zur Selbsthilfe has officially launched a call for proposals under the Help Localization Facility (HLF) in Ukraine.
This global initiative, coordinated by Help and financed by the German Foreign Office, aims to reform the humanitarian aid system by positioning local organizations as central actors in Ukraine's emergency response efforts.
"The HLF Localization Facility is more than just funding. It's an investment in trust, in capabilities, and in local leadership. We work with civil society, for civil society, and through civil society," said Oleksandr Novikov, Country Director for Help – Hilfe zur Selbsthilfe in Ukraine.
During the pilot phase, which will run through December 2026, HLF plans to provide financial support through three grant formats that vary in duration and funding volume – from 6 to 12 months, with awards ranging from EUR 100,000 to EUR 800,000.
Eligible applicants must meet the program's minimum criteria and adhere to the core humanitarian principles of humanity, neutrality, impartiality, and independence.
"Our priority was to create a mechanism that allows us to support Ukrainian humanitarian initiatives flexibly, directly, and with minimal bureaucracy," said Anna Medvedeva, Civil Society Engagement Advisor at People in Need and a member of HLF's Supervisory Board. "We deliberately moved away from excessive restrictions and rigid categories to fund exactly what communities truly need. I'm encouraged to see major donors, especially the German government, showing greater trust in local organizations."
The application process for the HLF is designed to be transparent and fair. All applications will be reviewed anonymously to ensure impartial evaluation, equal opportunities for emerging and lesser-known organizations, and enhanced confidence in the selection process.
