Ombudsman Lubinets: IFRC monitoring group ignores all crimes committed by Russian Red Cross

The report of the monitoring group of the Board of the International Federation of Red Cross and Red Crescent Societies (IFRC) on the activities of the Russian Red Cross (RRC) did not take into account a single crime by Russians in the war against Ukraine, Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets has said.

"As the Ombudsman of Ukraine, I have repeatedly communicated with the leadership and representatives of the International Federation of Red Cross regarding the 'behavior' of Russian society. Each time I gave examples, arguments and facts about their probable crimes and demanded a transparent investigation into the actions of the Russian Red Cross and its exclusion from the Federation," he said on the Telegram channel on Friday.

Lubinets said for this purpose, in April, the IFRC created a Board monitoring group that was supposed to investigate the activities of the RRC.

"Two weeks after the creation of this council, I met with President of the IFRC Kate Forbes to whom I handed over all the official documents and materials confirming the probable crimes of the Russian Red Cross. Now the Federation has published a report on the activities of the RCC, which does not take into account a single one," he said.

Lubinets said in this report the Federation actually recognized the occupation of the temporarily occupied Crimea, Donetsk, Luhansk, Kherson and Zaporizhia regions.

"The text confirms that the Russian Red Cross visited the temporarily occupied territories of Ukraine. But the RRC should work only on its own territory. This is a violation of the Federation Charter by the RRC, as well as a violation of the territorial integrity of Ukraine. The Federation justified such actions by 'innovative approaches' and 'humanitarian' goals," Lubinets said in the report.

According to him, there is no information that the RRC stole the property of the Ukrainian Red Cross Society in the temporarily occupied Crimea, despite the fact that a criminal case has been opened on this fact. The Federation also did not condemn the participation of the RRC in the deportation and forced displacement of Ukrainian children and their militarization.

"The text does not say a word about the cooperation of the RRC with the Artek occupation camp, the director of which was sanctioned for involvement in the deportation of Ukrainian children," he said.

"Despite the fact that the president of the IFRC had all this data, they were not taken into account. The report also says that the Russian Red Cross remains in the IFRC, and the head is on the board of the Federation," Lubinets said.
